Session 1.1  

THE POLITICAL AND OPERATIONAL FRAMEWORK FOR THE MANAGEMENT OF THE DRIN BASIN. OVERVIEW OF ACTIONS AND RESULTS

Session 1.1 focused on the framework for the management of the Drin Basin i.e. the Drin Coordinated Action for the implementation of the Drin Memorandum of Understanding supported by the GEF Drin Project. A presentation reminded the political framework, provided an overview of the developments and results within 2017 as well as planned actions within 2018.

Session 1.2 

THE DRIN TRANSBOUNDARY DIAGNOSTIC ANALYSIS

A Transboundary Diagnostic Analysis (TDA) will be developed to: (i) Identify and assess transboundary basin management issues; (ii) Assess the environmental impacts and socio-economic consequences of each issue; (iii) Identify the immediate and underlying causes of these issues among the social and economic activities. Furthermore, the TDA should identify the related root causes/ drivers that ultimately create these issues. These could be information gaps on the existing environmental state, policy distortions, institutional and/or legal framework related deficiencies etc.

The TDA shall provide the necessary information that will enable the Drin Riparians to discuss and decide on the issues that will be addressed with priority as well as to negotiate and formulate a strategic programme of actions and interventions to address the causes and drivers that result in the identified issues.

Session 1.2 explained the work done until now for the preparation of the Transboundary Diagnostic Analysis.

Session 2.1 

FLOOD RISK MANAGEMENT PLANNING, PREVENTION & PREPAREDNESS IN THE DRIN BASIN. THE ISSUE: FLOODS IN THE BASIN, THEIR EFFECTS AND RISK OF RECURRENCE

Session 2.1 informed the conference about the floods in the Drin Basin and sub-basins including reference on the level of importance of the incidents in terms of the effects to society and the economy; issues leading to the exacerbation of the events; response by the state and the communities; risk of recurrence.

The panel discussion -with the participation of the stakeholders- looked into the possibilities for creating the Catalogue of historical floods in the Basin.

Session 2.2

FLOOD RISK MANAGEMENT PLANNING, PREVENTION & PREPAREDNESS IN THE DRIN BASIN. THE INSTRUMENTS: GOVERNANCE FRAMEWORK, AVAILABLE TOOLS AND NEEDS.

The aim of Session 2.2 was to present the framework for flood management. The related legislation of each Drin Riparian defines this framework for state level action. In addition, the Drin Riparians have agreed to take action on flood management at the Drin Basin level through the Drin MoU. Agreements among institutions in the framework of projects add to the picture. Further the session discussed the following: what do administrations do, how the management system is functioning and how it is governed and at sub-basin/basin level: level of coordination between countries for the management of the events or the management of risks.

Session 2.3 focused on tools for the forecasting of and management of floods e.g. early warning system development, risk management plans, floods managements plans etc. The status at the state and transboundary levels as well as the needs were depicted during the presentations and discussions.
